Government

Post.Trust products and services cover the broad spectrum of solutions required to meet the electronic communications and security needs of local, central government and semi-state organisations. A diverse range of applications and solutions can be deployed by Post.Trust either as custom end to end deliverables or as enhancements which complement existing work flows and systems.

Publications and Communications

Government Departments and Agencies communicate and interact with a broad based constituency including other governmental agencies, business, media groups, voluntary sector and individual citizens. All government agencies are increasingly seeking to adopt electronic document workflows in a bid to reduce costs, increase operational efficiencies and enhance security. Electronic forms and documents combined with digital signatures can play a key role in ensuring success in the service delivery models adopted by government departments. Post.Trust digital signature solutions combine the essential attributes of security, integrity, authentication and trust. All of these critical factors need to be taken into consideration by government agencies when choosing solutions to enable them to execute their statutory functions.

Advanced Electronic Signatures

The Irish eCommerce Act2000  adopts the definition of an advanced electronic signature as found in the eSignatures Directive 1999/93 stipulating that an advanced electronic signature must be a signature that is:

  • uniquely linked to the signatory
  • capable of identifying the signatory
  • created using means that can be maintained under the sole control of the signatory
  • linked to the data to which it relates in such a manner that a subsequent change of this data is detectable

The Act does not discriminate in favour of one type of electronic signature; however, the Act does require that advanced electronic signatures are used in relation to certain documents, where the law requires that such documents be executed by seal, or where a document is required to be witnessed.

This requirement is particularly significant for government agencies which produce statutory publications or licences mandated by law to be created under seal. The ability to create electronic documents with legally binding signatures allows inefficient paper based processes reliant on a handwritten signature to be replaced by electronic documents that are fully compliant with all legal and statutory obligations.
Post.Trust digital signature solutions, PostTrustID and SpeesdiSign combine the essential attributes of security, integrity, authentication and trust. Most critically, the Post.Trust document signing desk top products can be readily integrated into existing business processes to produce legally compliant electronic documents and statutory licences.

Electronic Documents and Forms

With Post.Trust document signing solutions the recipient can trust in the integrity of the PDF document and the identity of the author as it is automatically validated within Adobe® Acrobat and Reader®. A range of government applications and processes can make use of these key features including:

  • Statutory Publications
  • Government Information
  • eInvoicing
  • Intelligent Electronic Forms and Workflows
  • eArchiving

Deploying intelligent forms enables the extension of business processes beyond enterprise boundaries. Secure electronic forms can be deployed over intranets, extranets or the internet facilitating the automatic capture of data for critical back end business systems.

Benefits of Electronic PDF Forms

  • Deployment of dynamic PDF forms provides an enriched user experience and mirrors form filling processes in the physical world
  • Inbuilt intelligence and portability capabilities of PDF forms allow users to complete them in either online or offline mode
  • Forms can be pre-populated with data from business systems thus allowing users expend minimal effort to fulfil a transaction
  • 2D Barcodes can be generated dynamically as the user completes the form thereby enabling subsequent acceptance of the completed form across multiple channels and media ranging from email, internet submission, fax , post for subsequent scanning , self service devices and at public counters while still retaining the advantage of automated processing at the back end
  • A range of  electronic signature support features are available including biometric and digital signatures

Government and Engagement Technologies

Electronic forms are essentially an engagement technology which increases public and inter-agency access to information and services across all channels. Engagement technologies bridge the gap between the data, the people who process and adjudicate upon it and the constituency who supply and access it.
