ComReg digitally signs Radio Spectrum licenses with Post.Trust I.D. for Adobe® CDS credentials from Post.Trust

The Commission for Communications Regulation (ComReg) is the statutory body responsible for the regulation of the electronic communications sector (telecommunications, radio communications and broadcasting transmission) and the postal sector. Within these sectors, ComReg is responsible for promoting competition, for protecting consumers and for encouraging innovation. ComReg activities are geared to operators and business & residential users of communications services.
The Challenge
Over the last few years, ComReg has developed a number of on-line services and databases to assist Wireless Telegraphy Licensees in managing their licenses and licence applications. Prior to implementing the Post.Trust solution ComReg distributed approximately 15,000 Radio Spectrum licenses to its clients on an annual basis by postal delivery. ComReg sought to improve their licensees on-line user experience, increase efficiencies and reduce costs in this area and shift to an electronic distribution solution that complied with current Irish legislation and the Irish E-Commerce Act 2000. The solution should preserve the integrity and authorship of the sender providing an electronic equivalent to the traditional paper license.
Post.Trust Solution
ComReg’s current system produces the Radio Spectrum licenses in PDF format. These licenses are now reviewed by administrative officers within a document workflow who then digitally sign them using a Post.Trust I.D.® CDS credential and Post.Trust’s volume-based desktop document signing solution SpeediSign™. The licenses are then distributed via email within the workflow.

The Result
Post.Trust for Adobe® Certified Document Services (CDS) certificates are chained to the Adobe Root certificate embedded in Adobe products Acrobat® and Reader® giving automatic trust to the digital signature without any user interaction by the recipient. Radio Spectrum licensees can now store their licenses electronically as a record of their registration. ComReg now has a cost effective solution allowing them to distribute the Radio Spectrum licenses by electronic means and in compliance with Irish legislation in this area.
